In a significant step towards bolstering bilateral relations, Singapore and Timor-Leste have signed a cooperation framework that aims to enhance collaboration in economic development, healthcare, education, and regional affairs. The landmark agreement was signed during Singapore Prime Minister Lawrence Wong’s official visit to Timor-Leste’s capital, Dili, marking the first-ever visit by a Singaporean prime minister to the country. The signing ceremony was witnessed by Timor-Leste Prime Minister Xanana Gusmão, underscoring the commitment of both nations to deepen ties.

The newly established framework is set to facilitate regular consultations between the foreign ministries of the two countries, addressing bilateral, regional, and international issues. Economically, Singapore has reaffirmed its commitment as a major investor in Timor-Leste, with Singaporean companies poised to explore opportunities in sectors such as renewable energy and wholesale trade. In a significant employment development, Prime Minister Wong announced that starting in 2027, workers from Timor-Leste will be eligible for employment in selected sectors in Singapore, including construction and marine shipyards, thereby fostering stronger workforce connections and cultural exchanges between the two nations.

Beyond economic ties, the cooperation agreement also focuses on healthcare and education. Singapore’s National University Hospital is expected to collaborate with Timor-Leste’s Ministry of Health to enhance workforce development and provide healthcare training. Additionally, Singapore has committed to supporting leadership training programs for Timorese educators, aiming to strengthen the educational landscape of Timor-Leste.

As Timor-Leste prepares for its future integration into ASEAN, Singapore has pledged its continued support through expanded training programs and preparations for the country’s anticipated ASEAN chairmanship in 2029. This reflects Singapore’s dedication to Timor-Leste’s regional integration efforts and its development goals.

In recognition of Singapore’s longstanding support for Timor-Leste’s development and ASEAN membership aspirations, President José Ramos-Horta honored Prime Minister Wong with the Order of Timor-Leste (Grand Collar) during the visit. This accolade highlights the positive impact of Singapore’s contributions to Timor-Leste’s growth and regional aspirations.
